Statewide IT rules for agencies

Beginning July 1, 2026, the state runs a single IT program for all agencies. ITS sets statewide rules for data, apps, cloud, and security. ITS keeps a statewide list of agency systems with costs, security needs, and lifecycle status. Before an agency buys or starts an IT project, ITS reviews it to stop duplicates and improve security.

Agencies must align and follow timelines

Starting July 1, 2026, ITS rolls out changes in phases. Agencies must follow ITS timelines. Agency heads must align plans and budgets to statewide IT standards. They must submit IT projects for review, share accurate system data, and include enterprise rules in contracts.

Shared IT buying and payment rules

Beginning July 1, 2026, more public bodies can use shared ITS contracts, including colleges and local governments. ITS can accept donations and grants into a Technology Innovation Fund. Agencies must pay for ITS-provided IT through an ITS Revolving Fund on ITS’s schedule. If an agency misses payment, the state draws the amount from that agency’s appropriation.

New oversight roles for state IT

Starting July 1, 2026, the CIO Council advises ITS on standards and shared tools. The ITS Board oversees statewide IT policies and procurements. ITS can issue rules to run the program and enforce standards.

State IT internships and fellowships

Beginning July 1, 2026, ITS can run internships and fellowships. The programs build IT skills and a network in state government. Students and working-age professionals get training and job paths.

Some IT security records kept private

Starting July 1, 2026, records and meetings with sensitive IT security or infrastructure details are not public. The rule applies only to materials with those sensitive details. This improves security but reduces transparency for those items.
