Beginning July 1, 2026, if a parent or guardian is convicted of listed offenses and meets the law’s “substantiated perpetrator” definition (felony-level sexual or physical abuse, or life‑threatening neglect), the court may order their name on the state child protection registry. The court must include this order in the judgment and send it to Child Protection Services. Listing can affect jobs, licenses, and custody.
Beginning July 1, 2026, the State Department of Health can share findings from abuse investigations at licensed daycare centers. Parents with a child enrolled then or now, and parents considering placement, can request these findings. Reports do not include names or other details that identify children. The Department is not civilly liable for sharing findings as allowed by this law.
Beginning July 1, 2026, the state keeps a central registry of child neglect and abuse cases. A name can be added only after a criminal conviction or a youth court or other court orders it. Clerks must send those court judgments to Child Protection Services to update the registry. Registry files are confidential and not open to the public, and improper sharing can lead to penalties.
Beginning July 1, 2026, Child Protection Services, Human Services, and their employees are immune from civil lawsuits for compiling or sharing registry information. This immunity does not apply if an employee willfully and maliciously breaks rules or the law.
