The law extends local property tax relief for qualifying energy projects. Construction must start between July 1, 2022 and December 31, 2031. Local boards must approve by July 1, 2030. Then the property can get a 50% ad valorem exemption for 10 years after the fee‑in‑lieu ends. For fee‑in‑lieu deals signed before July 1, 2030, the minimum payment can be 10% of the ad valorem levy. This levy includes school taxes. Otherwise, the minimum is one‑third. These benefits apply only to projects that qualify under the state's energy project exemption.
The law keeps the current fee‑in‑lieu statute in place through June 30, 2028. The updated version takes effect on July 1, 2028. This shifts when the rules change, not the amounts due today.
