Statewide upgrade to vehicle title system

Beginning July 1, 2026, the state provides equipment for the automated vehicle and mobile home registration system. Computer terminals and printers are placed in each county tax collector’s office and in any office that handles more than 50% of county registrations. These terminals may do other computer functions if the state IT agency allows. The state IT agency must help the Department of Revenue run the system. The State Fiscal Officer issues payment warrants for system costs when authorized by law and requested by the Commissioner of Revenue.

Parts dealers and scrap yards: use approved system

Beginning July 1, 2026, used motor vehicle parts dealers and scrap metal processors must use the state’s automated registration system or an approved third-party vendor. This is required to meet the compliance rules in Section 63-21-39(1)(a).

Lenders must send titles electronically

Beginning July 1, 2026, banks and other lenders must send motor vehicle title and lien information to the Department of Revenue by electronic means.

Counties must use state title system

Beginning July 1, 2026, all county tax collectors must use the statewide vehicle and mobile home registration system. A county that already has its own system may keep it, but it must connect through the state computer and meet department rules. The county pays any costs to connect its system. If a county fails to load or update title or registration data, the Department of Revenue withholds the county’s homestead exemption reimbursement (not including school districts and cities) and holds it in escrow until the county complies. Interest on the held money goes to the county.
