Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Pay raise for station professors

The law funds a $2,000 salary increase for professors and adjuncts at the Mississippi Agricultural and Forestry Experiment Station. The Institutional Executive Officer decides who gets the raise. $365,904 comes from the Education Enhancement Fund. Raises take effect beginning July 1, 2026.

Funding for the ag experiment station

The state provides $25,686,902 from the General Fund to run the Mississippi Agricultural and Forestry Experiment Station for July 1, 2026 through June 30, 2027. It also lets the station spend $10,908,469 from special funds. Of that, $1,715,904 must come from the Education Enhancement Fund. This supports station operations and staff, not direct payments to households.

Buying preference for Blind Industries

When bids are equal in price, quality, and service, the station must choose Mississippi Industries for the Blind. The same preference applies when buying without competitive bids. This helps that employer and the people with disabilities it hires.

No state backfill for lost salary funds

The law bars using these state funds to replace federal or other special funds for salaries if those outside funds stop. If federal or special money is withdrawn, the station cannot use this act’s general funds to cover those salaries. This rule takes effect July 1, 2026.
