Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Professors get $2,000 raise at center

Professors and adjunct professors at the Forest and Wildlife Research Center get the equivalent of a $2,000 salary increase. $111,804 from the Education Enhancement Fund pays for it. The Institutional Executive Officer decides how to award the raises. This starts July 1, 2026.

Tie bids favor Industries for the Blind

When two or more bids are equal on price, quality, and service, agencies give preference to Mississippi Industries for the Blind. The same preference applies to purchases made without competitive bids. This rule takes effect July 1, 2026.

Funds for Mississippi State forest center

The law provides $6,482,062 from the State General Fund for the Forest and Wildlife Research Center from July 1, 2026 to June 30, 2027. It also lets the Center spend $1,487,504 from special funds. Of that amount, $561,804 comes from the Education Enhancement Fund. If state funds help match grants or donations, those non‑restricted dollars are counted as special funds and reported to lawmakers.

No backfilling salaries or overspending

The law bars using these general funds to replace federal or special funds that pay salaries if those funds end. Agencies cannot make obligations above their appropriation. Officers are personally or bond‑liable for violations. These rules take effect July 1, 2026.
