The law provides $180,000 for the Dr. Elton Mac Huddleston Rural Veterinarians Scholarship Program. Eligible veterinary students can get help under the program rules in state law. Funds are from the FY2027 appropriation.
The law funds the veterinary college for July 1, 2026 through June 30, 2027. It provides $21.37 million from the State General Fund. It also lets the college spend $56.17 million from special funds, including $1.05 million from the Education Enhancement Fund. The university board uses this money to run the college.
The law provides $16.46 million from the MSU Veterinary School Fund for the Wise Center. The money pays for design, construction, renovation, repairs, and equipment. Funds are available beginning July 1, 2026.
When two or more bids are equal in price, quality, and service, the law gives preference to Mississippi Industries for the Blind. The same preference applies for purchases made without competitive bids.
The law earmarks $125,000 for Chronic Wasting Disease work at the college. The money must be used for testing, programs, and related staff costs in FY2027.
The law sets FY2027 targets for the veterinary college. Goals include a 95% NAVLE pass rate at graduation and 95% job placement within 12 months. It also targets 31 research grants, 38,800 hospital visits, and 330,000 diagnostic tests. The college must report results in its FY2028 budget request.
The college cannot use state general funds to replace federal or special funds that paid salaries if those funds stop. The agency also cannot create debts beyond what is appropriated. Officers who allow overspending can be held personally or bond liable.
