Major funding keeps UMMC services running

The state funds UMMC operations for FY 2027. It provides $190,004,192 from the State General Fund and authorizes $2.23 billion in spending from patient fees, student fees, and other special funds. It adds $2,380,431 from the Health Care Expendable Fund. UMMC must keep its medical schools and teaching hospital open and give lawmakers a division-by-division spending report at the start of session.

More scholarships for rural doctors and dentists

The law funds more aid for rural medical training in FY 2027. It provides $2.17 million for the Rural Physicians Scholarship, including $35,000 for a psychiatry scholarship. It adds $340,000 more for Rural Physicians from the Education Enhancement Fund. It provides $420,000 for Rural Dentists scholarships, plus $105,000 more from the Education Enhancement Fund. It also provides $280,848 to run these scholarship programs. Funding runs July 1, 2026 to June 30, 2027.

More UMMC student aid and fellowships

For FY 2027, students at UMMC get more support. $6.89 million from the Education Enhancement Fund pays for education activities and scholarships. The law also gives $1.2 million to the CHDP Fellowship Program. Money is available July 1, 2026 through June 30, 2027.

UMMC professors get $2,000 raise

The law funds the equivalent of a $2,000 pay increase for all UMMC professors and adjuncts in FY 2027. It provides $3.06 million to cover this raise. The Vice Chancellor for Health Affairs decides how the money is applied. The increase starts July 1, 2026.

Funding for cancer, brain, tobacco, child safety

The UMMC Cancer Institute gets $9 million for FY 2027. A new tobacco center gets $595,000. The MIND Center receives $3 million. The Children’s Safe Center at Batson Hospital gets $1,349,998 to expand care for abused and neglected children. The law also reauthorizes up to $79,566 for the Mississippi Rare Disease Advisory Council, limited to the unspent balance as of June 30, 2026.

Upgrades to UMMC buildings and projects

UMMC gets $5 million in FY 2027 to repair, renovate, and modernize its grounds and infrastructure. The law also reauthorizes up to $1,356,003 for the Asylum Hill Project, capped at the unspent balance as of June 30, 2026. The original project purpose does not change. Funding runs July 1, 2026 to June 30, 2027.

No funds for embryo-destroying research

Starting July 1, 2026, UMMC cannot use these funds for research that kills or destroys an existing human embryo. This restriction applies to all recipients of funds under this act.

Billing deadlines and buying preference rules

UMMC must bill state agencies for services and agencies must pay within 90 days. UMMC can stop services to an agency until past-due charges are paid. When bids are tied on price, quality, and service, UMMC must prefer Mississippi Industries for the Blind, including for certain non-competitive buys.

Ibogaine research funds with sworn certification

UMMC receives $5 million in FY 2027 from the Opioid Settlement Fund for ibogaine clinical trial research. Anyone using these funds must give a sworn statement that they have no banned contract that pays based on legislative or executive action. If they do not certify, or violate the rule, they cannot receive the money.
