More funding for job training programs

The law funds job training and career education for FY2027. It provides $50.83 million for workforce education and industrial training. Training commitments must match available funds, be based on services provided, get approval from the MCCB Executive Director, and apply only to obligations on or after July 1, 2026. It also shifts $30 million from the Department of Education to run postsecondary career and technical programs. Another $2.5 million from program fees and $2.44 million from the Education Technology Fund support the Virtual Community College, online training, and Board operations.

Community college board budget and staff

The law funds the Mississippi Community College Board’s FY2027 administrative costs with $5.82 million from the General Fund and $80.34 million from the State Treasury. Of this, $356,000 comes from the Education Enhancement Fund. The Board may employ 43 permanent staff and cannot use these general funds to replace lost federal or special salary funds. It also provides $574,386 to support oversight of proprietary schools.

Upgrades for career and workforce centers

The law provides $18 million from the Education Enhancement Fund for FY2027 to build, repair, equip, buy land for, and renovate Career & Technical Education and workforce centers in named districts. The act lists how much each district receives. These projects improve training spaces and equipment across the state.

GED and HiSET test fees covered

The law covers GED and HiSET testing fees at approved sites in FY2027 using $375,000 reappropriated from the Education Enhancement Fund. To qualify, the test taker is not charged any fees; the testing site is reimbursed instead. Spending cannot exceed the unspent balance as of June 30, 2026, and the purpose stays the same. It also provides $125,000 from transcript and diploma fees to run the High School Equivalency Testing Program.

Targeted support for campuses and utilities

The law earmarks $542,459 to support the Greenville Higher Education Center in FY2027. It provides $37,626 for geospatial site licenses. It also states legislative intent to transfer $1.50 per square foot to the IHL Executive Office to help pay campus utility costs.

Buying rules and strict spending limits

The law gives purchasing preference to Mississippi Industries for the Blind when bids tie on price, quality, and service, and for some purchases without bids. It also bars agencies from spending more than their appropriation and requires compliance with state spending law (Section 27-104-25). Officers can be held personally liable for violations.
