Tie-bid preference for Mississippi Industries for the Blind

When bids are tied on price, quality, and service, the Commission gives preference to Mississippi Industries for the Blind. The same preference applies when purchases are made without competitive bids.

Attorney to oversee Youth Courts

The law sets aside $140,000 to hire a qualified attorney whose sole job is to audit, investigate, and monitor Youth Courts. The money comes from the Section 1 appropriation. It is available for July 1, 2026 through June 30, 2027.

Funding and staff for Judicial Commission

The law provides $1,018,805 from the State General Fund and $35,082 from the State Treasury to run the Commission on Judicial Performance. The money covers July 1, 2026 through June 30, 2027. The Commission can use these funds for its operating costs. Six permanent staff positions are authorized.

Director pay capped without approval

The current director cannot receive a salary increase unless the Legislature approves it. Any new director’s pay cannot be higher than the salary set for a chancellor under state law. These limits apply beginning July 1, 2026.

Tighter spending and records rules

The Commission cannot use these state funds to replace federal or special funds that once paid salaries. It must keep full accounting and personnel records in the same detail used in Fiscal Year 2026. Its Fiscal Year 2028 budget request must match the detail used for Fiscal Year 2027. The Commission cannot spend beyond its appropriation, and officers can be held personally responsible for overspending. These rules start July 1, 2026.
