Set pay for top commission jobs

Workplace safety training program starts

The commission must hire a private contractor to run a safety education and training program. It is paid from the FY2027 appropriation. The goal is to cut workplace injuries.

2026-2027 funding and oversight for commission

The law provides $6,219,424 from the General Fund to run the Workers’ Compensation Commission from July 1, 2026 to June 30, 2027. The commission must keep accounting and personnel records like FY2026 and report FY2027 results in its FY2028 budget request. It sets targets such as managing about 58,000 open claims, reviewing 34% of self‑insurers, and medical fee schedule changes projected at about $35 million with 46% savings. The agency cannot spend or promise more than its appropriation. Contractor pay must follow IRS Publication 15‑A as applied by the State Auditor.

Second Injury Fund gets $25,000

The state adds $25,000 to the Second Injury Fund for FY2027. The money pays claims under Section 71-3-73 during July 1, 2026 through June 30, 2027.

Staff pay cap and hiring rules

Total pay and benefits are capped at $5,055,251 for FY2027. The agency may have 54 permanent jobs and no time‑limited jobs. Of that total, $222,610 is vacancy money that can only fill jobs left open at the end of FY2026, not raises or promotions. The personnel board must block pay moves that would push the agency over its FY2027 pay limit; essential new hires may still be approved. Adding positions or raising the pay total needs written DFA approval with proof of new funds, and pay must follow the State Personnel Board’s Variable Compensation Plan with no one below the board’s minimum. These general funds cannot replace federal or special salary money that stops.
