Funeral Board buying preference and IT costs

When two or more bids are tied on price, quality, and service, the Board must choose Mississippi Industries for the Blind. The same preference applies to non‑bid purchases when all else is equal. The Board may use its funds to pay state IT charges for cloud upgrades or migration under the Cloud Center of Excellence Act.

Spending and record rules for Funeral Board

The Board cannot spend or make debts beyond this appropriation and must follow Section 27‑104‑25. Officials can be held personally or by bond if they break this rule. The Board must follow IRS Publication 15‑A, as the State Auditor interprets it, when paying contract workers. It must keep accounting and personnel records in the same detail used for FY2026 and submit its FY2028 budget request in the same detailed format.

Tighter pay and hiring rules at Board

Vacancy Funding must be used to fill jobs that were approved but empty at the end of FY2026. If jobs are filled after February 1, 2026 through June 30, 2026, the amount can be adjusted. These funds cannot be used for promotions, title changes, or in‑range raises. If a pay action would push FY2027 Personal Services over the cap when annualized, the State Personnel Board stops it, except for essential new hires. The Board cannot add positions or raise the pay budget without written DFA approval, and DFA must see new funds above this appropriation. The agency cannot use this act’s general funds to replace federal or special salary funds that are no longer available.

Funeral Board FY2027 funding and staffing

The law gives the State Board of Funeral Services $341,143 for Fiscal Year 2027 (July 1, 2026–June 30, 2027). It allows 2 permanent positions and 0 time‑limited positions. It caps pay and benefits (Personal Services) at $144,346, with no general funds in that amount. Money budgeted for Personal Services cannot be moved to other budget categories.
