Board gets FY2027 funding and 1 job

The state provides $147,459 for the Geologists Board for FY2027 (July 1, 2026 to June 30, 2027). The Board’s payroll money (Personal Services) is $105,862 from Special Funds and $0 from General Funds. The Board is authorized for 1 permanent job and 0 time‑limited jobs. Personal Services pays salaries, wages, and benefits and cannot be moved to other spending.

Purchasing and contractor payment rules

When two or more bids are equal, or when buying without bids, the Board gives preference to Mississippi Industries for the Blind. When paying contract workers with these funds, the Board must follow IRS Publication 15‑A as interpreted by the State Auditor.

Stricter payroll and hiring rules

The Board must keep payroll within the FY2027 amount and not grow FY2028 payroll without new approval from the Legislature. If a salary change would push FY2027 payroll over the limit when annualized, no salary actions are processed. Only essential new hires may proceed. Vacancy Funding, if any, can only be used to fill approved vacancies from the end of FY2026, not for raises or title changes. If more jobs are filled after February 1, 2026 and before June 30, 2026, available Vacancy Funding may be adjusted. The State Personnel Board publishes projected yearly payroll costs using monthly data. Any increase in positions or payroll totals needs written approval from the Department of Finance and Administration and proof of new funds. The Board cannot use these General Funds to replace federal or special salary funds that are lost. If total allowed jobs drop from FY2026 to FY2027, the agency decides which positions to cut.
