2027 funding for Motor Vehicle Commission

The law gives $385,230 to run the Mississippi Motor Vehicle Commission for July 1, 2026 to June 30, 2027. The State Treasurer pays the money when the State Fiscal Officer issues warrants. The Commission must keep full accounting and personnel records like in FY2026 and submit its FY2028 budget in the same detail. Agencies may not spend beyond their appropriation; officers who do can be held responsible.

Buying tiebreak for Blind Industries

When bids are equal on price, quality, and service, the Mississippi Industries for the Blind gets the purchase preference. The same preference applies for noncompetitive buys when factors are equal. This helps steer tied state purchases to a program that employs people with disabilities.

Tighter pay and hiring limits at agency

For FY2027, the law caps pay and benefits at $277,901, allows only three permanent staff, and bars moving this money to other budget categories. The State Personnel Board publishes projected payroll costs and must block salary actions that would break the FY2027 cap; only essential new hires can proceed. Vacancy funds must be used to fill approved vacant jobs from FY2026 and cannot fund raises; the amount may adjust if jobs were filled after February 1, 2026. Adding positions or raising payroll needs written DFA approval with proof of extra funds, and general funds cannot replace lost federal or special salary funds. If staffing must shrink, the Commission chooses which jobs to cut, and contractor payments must follow IRS Publication 15-A reporting rules.
