Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Contract pay must follow IRS rules

The board must follow IRS Publication 15-A, as the State Auditor interprets it, when reporting pay to contract workers. The board cannot spend these funds in ways that break those rules. This applies starting July 1, 2026.

2027 funding for Accountancy Board

The state provides $769,829 for the Mississippi State Board of Public Accountancy for FY 2027 (July 1, 2026–June 30, 2027). $42,000 is set aside for investigations, testimony, and administrative hearings. The funds support the board’s operations for the year.

CPA course fee advanced, repay in 12 months

The board pays $2,500 for a CPA review course for its Audit Supervisor. The employee must repay the $2,500 over 12 months. This takes effect July 1, 2026.

Staff pay funded, tight hiring controls

The law provides $496,104 from special funds for salaries, wages, and fringe benefits in FY 2027. The board is authorized 5 permanent jobs, and this pay money cannot be moved to other uses. Vacancy funds must be used to fill approved empty jobs from FY 2026, not for promotions or raises. The State Personnel Board pauses pay actions that would exceed the FY 2027 pay budget or raise FY 2028 needs, except for essential new hires. The law also bars using general funds here to replace lost federal or special salary funds.
