Contractors Board funding and staff pay

Tighter controls on pay and hiring

The State Personnel Board publishes the projected yearly cost of Personal Services using payroll data. The Board may not approve raises or hires that push total staff costs over the FY2027 limit unless new funds are proven and approved. FY2026 escalated headcounts convert to authorized time‑limited jobs unless noted otherwise. The Board must keep full accounting and personnel records like FY2026 and file its FY2028 budget in a format like FY2027. The Board cannot incur costs or debts beyond its appropriation; responsible officers are held accountable.

More enforcement and fine collections

Up to $2,300,000 can fund enforcement under contractor laws and pay private firms to find and collect unpaid fines. The money can also cover admin costs tied to collections. Spending may face a performance audit if the Appropriations Chairs request it. This can boost state collections and increase collection efforts on people who owe fines.
