The law adds $125 million to the Local Governments Disaster Recovery Emergency Loan Fund. It pays admin costs, grants, and loans for local recovery. Money is available from passage through June 30, 2027.
The law gives MEMA $370,684,867 for FY2027 to pay disaster aid and program costs. The funds cover state and federal shares of help like public assistance, mitigation, and housing support. The money can be used for listed disasters, including named past storms and 2023–2025 severe weather events.
The state provides $5,809,955 from the General Fund, $30,698,171 from special funds, and $585,056 for the state share of disaster programs to run MEMA in FY2027. The money pays agency costs and required state matches for disaster aid. Funds are for July 1, 2026 through June 30, 2027.
The law provides $3 million to reimburse eligible NG911 expenses and $2.75 million to run the State NG911 program in FY2027. None of the $2.75 million may buy vehicles. The Authority must set NG911 standards, approve purchases, and act as the statewide resource. By September 30, 2026, it must report minimum standards and proposed budgets for each Emergency Communication District.
MEMA personal services are capped at $19,068,081 for FY2027. Salary, wages, and fringe total $18,062,115, with $1,005,966 set aside for filling vacancies. Only 122 permanent and 61 time-limited positions are authorized. Vacancy funds can fill approved jobs but cannot raise current employee pay. Money in Personal Services cannot be moved to other categories, and salary actions face State Personnel Board controls.
If you are approved for FEMA’s Safe Room Grant Program, MEMA can pay your reimbursement directly. MEMA then gets paid back by FEMA. This starts July 1, 2026.
MEMA must keep at least nine area coordinators. Each must live in or within 50 miles of their district. This helps local jurisdictions get daily help and faster response starting July 1, 2026.
The law sets FY2027 goals for MEMA. Examples: 1,000 training attendees, 3,000 personnel trained, 100 ECDs with approved NG911 plans, and 30% NG911 adoption. It also targets informing 100% of affected people, delivering goods in 48 hours, and cutting damage by 5%. MEMA must report results in its FY2028 budget request.
MEMA can move up to $500,000 between funds or budget lines, but must send written justification by the 15th of the prior month. MEMA must report state disaster spending to the Legislative Budget Office. It cannot replace lost federal or special salary funds with these General Funds. MEMA must follow IRS Publication 15-A when paying contractors and prefer Mississippi Industries for the Blind on tied or non-competitive purchases. Section 4 money cannot be set aside in a special reserve beyond existing law. These rules start July 1, 2026.
