Funding and staffing for Revenue Department

The law funds the Mississippi Department of Revenue for FY2027 (July 1, 2026–June 30, 2027). It provides $58,282,512 from the General Fund and $25,251,874 from special funds. Personal Services is capped at $46,190,068 with 604 authorized positions, and $1,311,742 is vacancy funding to fill positions, not for raises. Transfers out of Personal Services and salary increases need approvals and proof of new funds. The department must keep records like FY2026 and send its FY2028 budget in the same detailed format.

Homestead relief funding for local taxes

The law sets aside $94 million to repay counties, road districts, and school districts for homestead exemption tax losses in FY2027. Payments equal the loss from each district’s maintenance and current expense rates applied to the assessed value of homesteads, based on required clerk certificates. Districts with higher values from reappraisal must publish a notice showing a lower millage that would raise the same revenue to receive funds. The Commissioner may assign staff to run the homestead program.

Funding for local court collections

Up to $811,740 supports court collections in FY2027, split as $405,870 for municipal courts and $405,870 for justice courts. The money comes from General Fund court assessments.

No attorney fees or nepotism

The law bars using these funds to pay attorney fees unless the Governor recommends and the Attorney General approves. It also bans paying an employee who is related within the third degree to the hiring official, with a narrow exception for affinity through a deceased person. An official who approves a banned payment must repay three times the amount to the state.

Tech upgrades and state liquor contract

The law reappropriates $1,039,064 from the Capital Expense Fund for FY2027: $616,018 to contract a third party to run the state liquor distribution center, $85,306 for computer hardware, and $337,740 for high‑speed scanners. Spending is limited to the unspent balance as of June 30, 2026 and keeps the same purposes. It also provides $210,000 for technology purchases, repairs, and upgrades. Another $375,000 supports a directory and enforcement work under Section 75-101-5.

License tag funding and buying rules

The law gives $6,850,000 to the License Tag Commission for FY2027. These funds cannot buy tags made by another state’s government agency or pay for bolts or other fasteners. All state vehicles must use tags marked “Government.” When bids tie or a purchase is made without bids, Mississippi Industries for the Blind gets the preference.
