The law provides $1.1 million from surety bond proceeds to pay claimants under the Mississippi Grain Warehouse and Grain Dealers laws for FY2027. If you have a valid claim under those laws, this money may pay you. Funds are available starting July 1, 2026.
The law caps total salary spending at $15,353,749 for FY2027: $8,221,236 from General Funds and $7,132,513 from Special Funds. It authorizes 221 permanent jobs and 13 time-limited jobs. Vacancy funds must be used to fill authorized but empty jobs, not to pay promotions or raises. If the Personnel Board finds the agency will exceed its salary budget, it pauses salary actions until the agency is back in line, except essential new hires. The department cannot use these state funds to replace lost federal or special salary funds. Rules take effect July 1, 2026.
The law creates a Senior Farmers' Market Nutrition Pilot with up to $30,000 for FY2027. It serves people over age 60 with income at or below 130% of the federal poverty level. The Commissioner may set rules. The pilot starts July 1, 2026.
The law provides $400,000 as the state match for the Mississippi Healthy Food and Families Program in FY2027. This helps the program serve low‑income households. Funds are available starting July 1, 2026.
When bids are tied on price, quality, and service, the state gives preference to Mississippi Industries for the Blind. The same preference applies to noncompetitive purchases. This rule starts July 1, 2026.
The department gets $9,760,618 from the State General Fund and can spend $19,451,814 from special funds for FY2027. It also gets $600,000 from the Fruit and Vegetable Revolving Fund and $250,000 for the Regulatory program. The department may accept grants, donations, and contributions, with federal fund increases up to $1,000,000, after written notice to legislative leaders before the 15th of the prior month. The department must follow IRS Publication 15-A when reporting payments to contract workers. Funding and rules start July 1, 2026.
The law funds State Fairgrounds repairs with $685,350 and requires a mid‑year report by January 15 and a final report within 90 days after year end. It reuses $233,556 for Equine Center elevator and seating and $50,000 for barn lighting, limited to unspent balances as of June 30, 2026. It provides $375,000 for Equine Center elevator work and $270,000 for Museum Cafe, Forestry Auditorium fire system, and Sparkman Building floors. The museum gets $750,000 for operations, improvements, and marketing. The museum must set up enterprise funds for for‑profit activities using GAAP and DFA rules. Funds and rules start July 1, 2026.
The law allocates $74,805 to support the Mississippi Egg Marketing Board for FY2027. This helps egg producers and related businesses. Funds are available starting July 1, 2026.
The department assigns staff or contractors to inspect peanuts during the statewide harvest. If you grow peanuts, expect inspections during harvest. This starts July 1, 2026.
The Beaver Control Program gets $1.1 million for FY2027. $650,000 comes from transportation funds and fees, and $200,000 comes from the State Forestry Commission. A county must pay up to $7,500 to take part, and any extra county money is used only in that county. You benefit only if your county participates and you live in or own property there. Funding starts July 1, 2026.
