More help for youth shows and rodeos

The law funds youth livestock and rodeo programs in FY2027. It sets aside $64,890 for junior roundup shows. It provides $65,000 for the five district shows and $8,500 for the five state dairy shows, and at least 75% of each must go to 4‑H, Smith‑Hughes, and other youth exhibitors. Shows must avoid date conflicts, share equal premiums for like classes, and report entries and placings within 15 days. It also funds travel and promotion for national finalists: $14,150 for High School Rodeo winners and $12,000 for Junior High Rodeo winners.

More support for major livestock events

For FY2027 (July 1, 2026–June 30, 2027), the law funds big shows. It provides $1.2 million for the Dixie National Livestock Show to pay prizes, judges, and show costs. It adds $22,000 to pay senior-division premiums at the State Fair (American system of judging). It also gives $50,000 to support the Southern Cutting Futurity Championship.

Funding flexibility and Industries for the Blind preference

Beginning July 1, 2026, the Agriculture Department may move unspent prize funds between show awards at year‑end, but no county show can get more than $1,000 from these transfers. The Department may accept and spend grants and donations under state finance rules, with any federal fund escalation capped at $1,000,000. The Commissioner must notify top lawmakers and the budget office in writing by the 15th of the month before any escalation, explaining why, how much, and how the money will be used. When two bids are equal, or when buying without bids, Mississippi Industries for the Blind gets preference.

County show prize money with new cap

For FY2027, the state provides a $30,000 pool for county livestock show prizes. Counties must have adequate barns and pens, and a county livestock association that guarantees at least $1,500 for prizes. After the show and premium payments, the state releases 25% of the amount (up to $500) on requisition. Two shows in one county may split the county’s share. The law caps total state payments to any county at $1,000 for the year.
