Board can use up to $500K in grants

The Board may accept and spend up to $500,000 in grants, donations, contributions, and carryover funds. Spending must follow Department of Finance and Administration rules and federal fund escalation rules. This authority starts July 1, 2026.

Outbreak response funds and hazard pay

The law provides $450,000 from the Animal Health Disaster Response Fund for animal disease outbreak costs in FY2027. It sets aside $25,000 for hazard pay to staff. Hazard pay can increase with Finance Department approval and proof of hours worked. The State Personnel Board can adjust the Personal Services total after approval. These rules take effect July 1, 2026.

Tied bids favor Mississippi Blind Industries

When two or more bids are equal in price, quality, and service, the Board gives the purchase to Mississippi Industries for the Blind. The same preference applies to non-bid purchases when offers are equal. This rule starts July 1, 2026.

2026-2027 funding and staffing limits

The law provides $1,968,554 from the State General Fund and $1,264,495 from special funds for July 1, 2026–June 30, 2027. It caps Personal Services at $2,236,722 ($1,777,400 General Fund and $459,322 special funds). Of that, $2,083,120 is for pay and benefits and $153,602 is vacancy funding. Vacancy funds must be used to fill jobs, not for raises or title changes. The Board may have 23 permanent and 5 time-limited positions, and increases in pay or headcount need state approval.
