2026-27 funding for Gaming Commission

The law funds the Mississippi Gaming Commission for July 1, 2026–June 30, 2027. It provides $9,512,053 from the State General Fund and $1,651,162 from a special fund, a total of about $11.16 million. The money pays for the agency’s operating costs during FY2027.

Buying preference for Blind Industries

When bids are tied on price, quality, and service, the Commission gives preference to Mississippi Industries for the Blind. The same preference applies when the Commission buys without competitive bids. This rule applies to purchases under this law starting July 1, 2026.

Dedicated funds for gaming enforcement

Starting July 1, 2026, money the Commission gets from forfeited property goes into a special fund for law enforcement needs named in state law. Also starting then, receipts under the Gaming Control Act go into a special fund for investigations, permitting, interagency fees, and fingerprint checks by Public Safety.

Support for problem gambling services

The law transfers $75,000 to the Mississippi Council on Compulsive Gambling. The money funds crisis intervention and support services. The transfer applies for FY2027 starting July 1, 2026.

Limits on Commission hiring and pay

The law caps FY2027 payroll costs at $9,584,241, including $9,043,935 for salaries and benefits and $540,306 for vacancy funding. The agency is authorized 113 permanent positions and zero time‑limited positions. Personal Services money cannot be moved to other spending. DFA cannot approve higher salary or headcount funding unless the agency proves new funds are available. These limits apply beginning July 1, 2026.

Budget records, targets, and no overspending

The Commission must keep accounting and personnel records in the same format and detail as FY2026. Its FY2028 budget request must match the FY2027 format and include a report on progress toward FY2027 performance targets. State agencies cannot spend more than their appropriation, and officers can be held personally liable for overspending. These rules take effect July 1, 2026.
