When bids are tied on price, quality, and service, the state gives a buying preference to Mississippi Industries for the Blind. The same preference applies when an agency buys without competitive bids. This helps that shop win contracts in tie or no‑bid cases.
The law bars the wireless commission from using these funds to pay any legislator, state official, current commission member, or anyone who was a member within the last year. This protects public money and avoids conflicts of interest.
The law funds major IT and wireless upgrades in FY2027. It provides $6.2 million from the Capital Expense Fund to the state IT department for VoIP, backup power, battery backups, cloud moves, and cloud center work. It also provides $500,000 to the wireless commission to replace aging gear and repair towers. The State Treasurer allocates these funds.
The law funds the Wireless Communication Commission for FY2027. It provides $12.0 million from the General Fund and $500,000 from a special fund. The commission must follow all state purchasing and bid laws. The money supports daily operations and statewide communications oversight.
The law funds the state IT department for Fiscal Year 2027 (July 1, 2026–June 30, 2027). It provides $30.87 million from the General Fund and $27.89 million from special funds. The money pays for telecom, data center, and other IT services for state agencies. It also sets aside $1,000,000 to modernize purchasing and $747,607 to carry out the data exchange and cloud acts.
The law lets the state IT director move up to $1,500,000 to the ITS Revolving Fund during FY2027 to fix cash‑flow gaps. Any money moved must be returned to the General Fund before the lapse period ends.
The law stops agencies from using these General Fund dollars to replace federal or other special funds for salaries if those funds go away. Agencies cannot shift salary costs to the state when outside funds are withdrawn.
The law requires the state IT department to keep full accounting and personnel records for this money in the same format and detail as FY2026. It must also file its FY2028 budget request with the same level of detail used for FY2027.
The law caps salary spending and staffing. For the IT department, Personal Services cannot exceed $12,513,316 in FY2027, with 136 permanent positions and $1,063,609 in vacancy funding. For the wireless commission, the cap is $895,141, with 9 permanent positions and $64,128 in vacancy funding. Personal Services money cannot be moved to other budget categories.
