Funds to run Mississippi National Guard

The law funds Guard operations for July 1, 2026 to June 30, 2027. It provides $248.9 million for Guard program funds and $14.0 million from the state General Fund for daily costs. The department may fill 913 permanent staff positions during this year.

TRICARE premium reimbursements are funded

The law provides $4.4 million starting July 1, 2026 for the TRICARE Premium Reimbursement Program. The money helps reimburse eligible people for TRICARE premiums. Any unused money goes back to the General Fund. The department must report on participation and results by December 1, 2026.

More support for Youth Challenge

The Youth Challenge Program at Camp Shelby gets $2.34 million for July 1, 2026 to June 30, 2027. Another $1.91 million is reauthorized for repairs and upgrades at Youth Challenge Academies, limited to money unspent by June 30, 2026. $10,000 is set aside to buy uniforms for program staff.

More tuition help for Guard students

The law sets aside $5.8 million from the Education Enhancement Fund for July 1, 2026 to June 30, 2027. The money pays for the State Educational Assistance Program tied to the Military Department. Eligible students get more help with education costs this year.

Tighter limits on state-funded Guard pay

Starting July 1, 2026, the state’s General Funds in this act cannot pay Guard training per diems, travel, or related pay. Those costs must use available federal funds. The department also cannot use these state funds to replace federal or special funds for salaries if those funds are withdrawn. Agencies may not spend or promise more than their appropriation, and officers can be held responsible if they do.

Money to buy land at Camp Shelby

Starting July 1, 2026, $650,000 from the Capital Expense Fund is for buying land within and next to the Camp Shelby training area. The goal is to expand training space and protect the buffer zone. Any unspent money returns to the Capital Expense Fund.

More flexibility to match federal grants

Starting July 1, 2026, the Adjutant General can move appropriated money into special funds to meet federal matching needs. Written notice must go to the Legislative Budget Office and the Department of Finance and Administration before any transfer. By October 1 each year, the department must report all transfers and project status to legislative leaders.

Support for veterans center and museum

Up to $300,000 supports the Sonny Montgomery Center for America’s Veterans at Mississippi State University. $668,356 supports the Armed Forces Military Museum at Camp Shelby for July 1, 2026 to June 30, 2027. These funds help veterans’ services and military history programs.

Tie bids favor Industries for the Blind

Starting July 1, 2026, if bids are equal in price, quality, and service, the Military Department must prefer Mississippi Industries for the Blind. The same preference applies when buying without competitive bids.

Invest Camp Shelby timber funds safely

The Adjutant General may invest Camp Shelby Timber Fund money in short‑term U.S., state, or legally approved local bonds. Interest stays with the fund. Investments must be redeemable before the money is needed.
