Funding for prepaid college and savings

For FY2027 (July 1, 2026 to June 30, 2027), the law funds college savings and prepaid tuition. It gives $35 million to the Prepaid Affordable College Tuition Trust Fund to pay amounts due on prepaid contracts. From the Treasurer’s budget, $1,854,655 supports the prepaid program and $177,860 supports the Mississippi Affordable College Savings program; $5,489,374 supports Treasury programs. The Treasurer may also accept and spend up to $1 million more for prepaid contract payments under finance rules. Money in the Prepaid Tuition Administrative Fund can only be used for that program. The law also provides $150,000 to invest Education Improvement Trust Fund No. 3219.

Tied bids favor Industries for the Blind

When two bids are tied on price, quality, and service, or when there is no competitive bid, the state must prefer Mississippi Industries for the Blind. This creates more contract chances for workers who are blind.

Conditional funds for Work and Save program

The law sets aside $239,000 to run the Mississippi Work and Save Program. The money becomes available only if House Bill 4073 (2026 Regular Session) passes. The funds come from the Treasurer’s FY2027 appropriation.

Treasurer’s Office funding and staffing rules

For FY2027 (July 1, 2026 to June 30, 2027), the law gives the State Treasurer’s Office $7,521,889 to run its operations. It funds staff pay and benefits at $3,841,122, with $3,620,670 for salaries and fringe and $220,452 for vacancy funding. The office may have 40 permanent positions, including three new Program Specialist III roles. Salary changes cannot be processed if they would push the office over its FY2027 Personal Services limit, except for essential new hires, and FY2028 Personal Services must not exceed FY2027 unless lawmakers add programs or positions. General funds in this act cannot replace lost federal or special salary funds. The office must keep detailed accounting and personnel records and send the FY2028 budget in a format comparable to FY2027. Payments must follow IRS Publication 15-A rules for contractor pay. No funds may pay attorney’s fees or pay close relatives of approving officials; anyone involved must repay three times the amount.
