Hiring and pay rules for fair staff

With supervisor approval, the fair board hires advisors, administrators, and other workers. Advisory and administrative staff are chosen equally from each supervisor district. The board sets salaries, directs duties, and may fire for inefficiency or other good cause. With supervisor approval, it may have full control and management of the fairgrounds.

Five-member board runs county fair

The county sets up a five-member fair board, one from each district. Members must be county voters and serve with the supervisors’ term. They receive a per diem set by the supervisors. The board elects a chair and a treasurer, and the treasurer posts a bond set by the supervisors. The board sets bylaws and can propose rules for using the fairgrounds. With supervisor approval, it enforces those rules and may manage and maintain the facilities. Supervisors may remove members for cause.

Small businesses can lease fair space

The fair board runs concessions and can charge fees. It may lease buildings and fairground space for events and sales. Businesses can apply to rent space and operate under terms set by the supervisors. Expect rental or concession fees to use the grounds.

County money and rules for fair spending

The county can spend general fund money each year to run and support the fair and fairgrounds. Money must only pay for fair needs like operations, maintenance, equipment, buildings, promotion, and the farmers’ market. The fair board controls funds it receives, can sign contracts, and must follow county purchasing rules and issue vouchers. It must give quarterly action and financial reports and a yearly detailed report. The board may buy property and liability insurance, with premiums paid from county funds or fair revenues. This can use taxpayer dollars, but fair income and strict rules help control and track costs.
