The law lets owners of commercial, covered multifamily, and farm property use the program to pay for more energy and water upgrades. Eligible work includes insulation, windows and doors, HVAC, lighting, air sealing, energy recovery, daylighting, and wiring for EV charging. New construction can qualify if the upgrades are permanent and cut energy or water use. Projects can also buy or improve on-site renewable systems on the customer’s side of the meter. Biomass stoves count; incinerators and digesters do not.
The program covers privately owned commercial, industrial, covered multifamily, and agricultural property. Multifamily means at least five homes, each with a full bath and a complete kitchen. Units can be rental or owner-occupied and may be attached, detached, semi-detached, or row houses. A “person” can be an individual or many business types, but not a local government. The record owner shown on county title records is the party that can enter program deals and that bears any liens.
