Counties can appoint election administrators

The law keeps the county clerk and recorder as the default election administrator. A county governing body can appoint someone else, and that person must report directly to the governing body. The election administrator runs voter registration and elections and keeps all related county records. They are the main county contact for the statewide voter list and for carrying out federal election law. The administrator may name a deputy for each local area that holds elections, and the change takes effect immediately.
