New rules for Montana road and transit funding

The Transportation Commission can use federal-aid highway money on roads not in the state system. It makes these choices without regard to financial districts. The transportation department allocates Federal Transit Administration, freight assistance, and legislative rail and transit intermodal funds, from planning through construction. The Commission can approve transfers of federal money between qualified programs, including between highway and transit. The Commission may also delegate these duties to the department. The law does not add new funding or change who can apply for federal programs.
