State transportation department allocates transit and rail funds

The state transportation department allocates Federal Transit Administration and freight-assistance funds. It must direct these funds to study, design, build, repair, or improve rail and transit hubs and connections. It also allocates any state-appropriated grants for the same work. Local transit and rail projects can receive this money.

More flexible highway funding and transfers

The Transportation Commission can use federal highway aid on roads that are not in the state highway system. It must ignore district boundaries when choosing these projects. The commission can also move federal money between qualified programs, including between highway and transit. This flexibility can speed funding for some projects and reduce money for others.
