Backup water fund for Colstrip

The law creates a state account to back up Colstrip’s water supply. Each fiscal year, after other coal severance tax allocations, $2 million goes into this account. This transfer applies under current law and continues under the framework that starts July 1, 2027. If the nearby coal plant closes or retires and the town cannot get water, the state transfers the money to the Town of Colstrip. The town can use it to pay costs to secure a reliable water supply. The department reviews the account every 10 years and reports to the Economic Affairs Interim Committee.
