Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

Cities can raise water rates to cover fees

Beginning July 1, 2025, municipal water systems can raise customer rates to recover department fees without the usual public hearing. Also, fees collected for the drinking water program are deposited in a special fund and may be used only for that program.

New plan review fees for water projects

Beginning July 1, 2025, the department sets plan review fees that match its review costs. You pay these when you submit plans to build, change, or extend a public water or sewage system. All fees go to a dedicated plan review account and are used only to review plans and specifications.

Snowmaking with reclaimed water: faster decisions, extra steps

Beginning July 1, 2025, the department must issue a written decision within 60 days on reclaimed‑water snowmaking requests. It can approve, approve with conditions, or deny and must list any added permits or information needed. You must also have any required Title 85 authorizations from DNRC before approval.
