New panel to nominate judicial commissioners

The law sets up a three-member House panel to recommend Judicial Standards Commission members. The Speaker appoints three representatives within 3 days after each regular session starts, and at least one must be from the minority party. Members serve until the next regular session begins unless reappointed, and the Speaker may fill panel vacancies. The panel may meet between sessions to address vacancies. When a seat opens or a term is about to end, the Speaker notifies district court judges, who give the panel a list of all judges willing to serve. The panel sends at least three names to the Speaker, who selects the commissioner. The act takes effect on passage and approval.
