Streamlines unemployment payments and funding rules

The law removes an extra sign-off step for payments from the Unemployment Trust Fund. It creates a dedicated unemployment insurance administration account in the federal special revenue fund. The Department of Labor and Industry can use the account only to run unemployment insurance and other work the legislature assigns; federal section 302 funds must be spent as the U.S. Secretary of Labor requires. Money in the account does not lapse and is handled like other state accounts. Any requisitioned dollars placed in this account remain part of the unemployment insurance fund and can be used only as state unemployment insurance law allows. The law takes effect immediately.
