More hives and site registrations for hobbyists

Hobbyist beekeepers can keep up to 10 hives on a registered site. All hives must be on that same site. You can hold up to five hobbyist apiary site registrations. A family unit can hold up to five in total.

No transfers; owners must manage hives

The registrant must own the bees and hives and personally manage and operate them. A registration certificate cannot be leased, assigned, or transferred. Only the registrant may use the rights under the certificate.
