New small business air quality representative

The law creates an independent small business stationary source representative in the Department of Environmental Quality. The representative reviews air rules and sends comments to the department, local programs, the Environmental Quality Council, and federal agencies. They meet with small businesses and other stakeholders at regular times during the year. They monitor the compliance help program, write plain-language guides and reports, and promote voluntary compliance. They work with agencies and private lenders to help firms find money to meet clean air rules. They keep information from a small business out of enforcement, unless it shows an imminent and substantial danger.

Small business compliance council repealed

The law repeals the Small Business Compliance Assistance Advisory Council. The council’s duties and meetings end, along with its formal advisory role. Small businesses lose this council channel for compliance help and input. Ongoing input now happens through direct talks with the department’s small business representative.
