State limits some greenhouse gas reviews

The law limits when agencies must analyze greenhouse gases under the state environmental review law. State and local building departments do not analyze greenhouse gases from federally defined “covered products or appliances” when they adopt or enforce building codes. The state environmental department also does not analyze greenhouse gases outside Montana from sources the state cannot enforce against for new motor vehicles, new vehicle engines, and certain nonroad engines or vehicles under federal law. This reduces review work for agencies but narrows consideration of greenhouse gas impacts in those cases.
