New rules for picking redistricting chair

The four designated commissioners must pick a fifth member, the presiding officer, within 20 days of their designation. If they do not, a majority of the Montana Supreme Court picks the fifth member. When the Court picks, it cannot choose anyone who gave to a major party candidate for state or federal office in the past 10 years. This donor rule applies only when the Court is making the selection.
