New lobbyist reporting rules for businesses

For calendar year 2025, the reporting threshold for lobbying payments is $3,000. After each even-year general election, the Commissioner updates the threshold using June CPI. The amount is rounded to the nearest $50 and takes effect January 1 of the next odd year. Businesses and organizations that pay more than the yearly threshold must file reports electronically with the Commissioner. If a month’s payments meet or pass the threshold, a report is due by the 15th of the next month. When lobbying only on bills, file by February 15 in years the legislature is in session (covering payments before February 1) and within 30 days after adjournment. For other official action, file by February 15 of the next year. If no payments were made in a period, file a no-payments report.
