New rules for party precinct seats

The law limits primary ballots to only contested party precinct committee races for male and female seats. When candidates are no more than the seats, the election administrator may give notice and skip that race. If the race is not held, the administrator declares the filed candidate or a declared write-in elected and issues a certificate. Write-in votes count only if the person filed a write-in declaration by the legal deadline. Ties are decided by the county party central committee, and the party fills later vacancies under its rules.
