90-day hearing timeline for carriers

The law changes hearing steps for motor carrier certificates. After a protest or hearing request, the Public Service Commission must set a hearing within 90 days (was 60). If no protest or request arrives, the commission may act on the filing without a hearing under its rules. The commission must notify interested parties, and DOT, local governments, and any concerned person or company may testify. For some applications, including Class E, protests are limited to whether the carrier meets required standards in law. For Class D and some other applicants, the commission may deny without a hearing when a past public investigation found no need—unless the applicant shows material changes that now create a need. Beginning July 1, 2025, these changes apply to Class A, Class D, and Class E carriers and transfers of authority.
