Montana adds Indigenous Peoples' Day holiday

The law adds "Indigenous Peoples' Day and Columbus Day" as a legal holiday on the second Monday in October. If a listed holiday falls on a Sunday, the following Monday is a holiday. If it falls on a Saturday, the prior Friday is a holiday. Each Sunday is a legal holiday. All other days are business days.
