No foreign buyers at tax-deed sales

Beginning October 1, 2025, county treasurers cannot sell property at tax-deed auctions to a foreign entity. Any bidder must give written proof it is a domestic entity before the treasurer accepts an opening bid. The auction notice must state this proof requirement. A domestic entity is formed under U.S. law or is under U.S. jurisdiction and has its main place of business in the United States. A foreign entity includes foreign governments or political parties and entities organized under foreign law or based outside the United States.
