Beginning October 1, 2025, county treasurers cannot sell tax‑deed property at public auction to a foreign entity. Bidders must give written proof they are a domestic entity before the treasurer accepts an opening bid. Auction notices must tell bidders to bring this proof. The law defines a domestic entity as organized under U.S. law or under another U.S. jurisdiction with its main office in the United States. It defines a foreign entity to include foreign governments, foreign political parties, entities organized under foreign law, or with their main business outside the United States.
