State runs plan reviews for state buildings

The law puts the Department of Labor and Industry in charge of plan reviews, permits, and inspections for all state-owned buildings. Cities and counties keep their usual building code duties for non-state buildings. The Department must share building plans with local governments, give them a chance to comment, and send notices and final plans.
