State takes over state building reviews

The Department of Labor and Industry now reviews, permits, and inspects buildings owned by state agencies. The department sends the plans to the city, town, or county and gives them a chance to comment. It tells local governments what actions it took and sends the final plans. Local governments keep control over non‑state buildings.
