Stronger mine cleanup to protect homes

The law strengthens cleanup rules at permitted mines. Operators must reclaim and replant disturbed land; tunnels and shafts are excluded. Each permit or major change must include a detailed reclamation plan. Plans must cover grading, backfilling, subsidence and water control, and topsoiling, and prevent damage to landowners and streams. The Department of Environmental Quality checks plans for completeness and for meeting air, water, health, and safety laws.
