New payment rules for special needs ESAs

Beginning July 1, 2025, the state updates how special needs education accounts are funded. After a signed contract, OPI tells the resident district the amount, equal to the student’s ESA amount divided by 10. Starting with the next BASE aid payment for August through May, the district must send that amount each month to OPI. The payment is due by the 10th of the month after each BASE aid payment. A district may choose OPI to cover the first-year amounts using the BASE aid appropriation. In the first year after the student stops participating in that district, OPI reduces the district’s BASE aid by the fronted amount plus the legislature’s inflation adjustment since that first year.
