Bonds and hearings for airport upgrades

The County and City can buy more airport land and fund construction and improvements. They can use airport revenue, land-sale money, or bonds issued under the Local Government Bond Act. Each government can issue its own bonds and may levy property taxes to pay the debt and interest. Buying more land must be approved by both boards after a public hearing at a regular meeting. The County and City decide how to split these costs.

Voters must approve airport operating taxes

Pitt County and the City of Greenville can each pay the airport’s yearly operating and maintenance costs. They decide the split together. Money can come from airport fees, land-sale money, or any other legal funds. Using property taxes for these routine costs still requires voter approval in each jurisdiction.

Airport authority control and contracts

The Airport Authority has exclusive control over airport property it acquires. It can spend County and City appropriations and airport revenues and may pledge its credit up to the money those governments contribute. It can sign contracts with the Federal Aviation Administration or its successor for airport projects and operations. Authority members are not treated as state constitutional public officers, and County or City officers who serve on the Authority do so as part of their official duties.

New safety zoning near the airport

The Airport Authority can set safety zones and height limits near the airport to meet federal rules. It must follow the state Model Airport Zoning Act and can enforce the rules in court. These rules improve safety but can limit what nearby owners build or plant.
