Voter approval and limits on local property taxes

This law places a constitutional amendment on the November 3, 2026 statewide ballot. It takes effect only if a majority votes yes and the result is certified. When in effect, counties, cities, towns, and special districts can levy property taxes only for purposes set by statewide law. Any other property tax must be approved by a majority of local voters. The General Assembly must pass laws that limit how much total property‑tax levies can grow, and those laws may include exceptions.
