Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Madison County can team with Tennessee sheriffs

The Madison County Sheriff can sign agreements with Unicoi, Greene, and Cocke Counties in Tennessee. These agreements can allow cross-state special operations and joint actions. Each agreement must say how damage claims are shared and limit, as much as possible, Madison County’s and North Carolina’s liability. The Sheriff must report any signed agreement to the N.C. Department of Justice by November 1 of that year. This authority applies only to Madison County.

Pine Knoll Shores can set boating markers

The Town of Pine Knoll Shores can set and enforce boating markers in canals and Bogue Sound within town limits and nearby waters. Markers must follow the U.S. Aids to Navigation System and Wildlife Resources Commission rules. Before placement, the Town Board lists GPS locations and gives at least six weeks’ written notice to the U.S. Coast Guard and the U.S. Army Corps of Engineers. Town police, the Carteret County Sheriff, and Wildlife officers enforce these rules. Local rules replace the usual state placement rule here, but any conflicting state or federal rule still controls.

Stanley town manager controls employee hiring

Stanley now uses a council–manager form of government. The Town Manager is the chief administrator and directs all departments. The Manager hires, suspends, and removes all town employees, except the Town Attorney, under Council personnel rules. The Manager prepares the annual budget and attends Council meetings to propose measures. The Mayor and Council members cannot serve as Manager, and an acting or interim Manager can be named during absences or vacancies.

Old Stedman alcohol rule is repealed

The law repeals the Town of Stedman’s charter rule on alcohol sales (Section 8, Chapter 67, 1913). That local charter provision no longer controls alcohol licensing or enforcement in Stedman. Licensing and enforcement now proceed under current state and local rules, not the old charter clause.
