Wake surfing limits on Lake Glenville

Beginning October 1, 2025, wake surfing is banned within 200 feet of the shoreline on Lake Glenville. It is also banned within 200 feet of any structure, moored boat, kayak, canoe, paddleboard, or swimmer. The law defines wake surfing as using extra weight in a boat’s stern to make a larger wake for someone to surf behind. Breaking the rule is a Class 1 misdemeanor with a fine of at least $100 per violation. Wildlife officers, sheriffs, and other peace officers enforce these rules. These rules apply only on Lake Glenville in Jackson County.

New election dates and rules in Louisburg

Louisburg now holds regular town elections on the Tuesday after the first Monday in May of odd-numbered years. Town council members are elected by nonpartisan plurality. The mayor is elected by a nonpartisan vote with a runoff if needed. If two or fewer candidates file for mayor, the top vote‑getter wins by plurality. These changes take effect when the act becomes law and apply to elections on or after that date.

Henderson County can build college buildings

Henderson County can construct buildings on Blue Ridge Community College campuses and use local government financing. The college may transfer property to secure the financing, and the county must return title after the debt is paid. When work is done, the county must lease the buildings to the college. The county may use an agreement with the college to speed work and lower costs, and must consult the college on programming and progress. The county is exempt from some state construction rules but must follow other state construction laws. This applies only to county‑coordinated projects for the college and is effective now.

Johnston County can build college buildings

Johnston County can construct buildings on Johnston Community College campuses and use local government financing. The college may transfer property to the county to secure the financing, and the county must return title once the debt is paid. The county must lease finished buildings back to the college. Before construction, the county and college must sign an agreement that sets roles and aims to finish work on time and at lower cost. The county is exempt from some state construction rules, must follow others, and must consult the college on programming and progress. This applies only to county‑coordinated projects for the college and is effective now.

Rutherford County can build college buildings

Rutherford County can construct buildings on Isothermal Community College campuses and use local government financing. The college may transfer property to the county to secure the financing, and the county must return title after the debt is paid. When work is done, the county must lease the buildings to the college. The county may use an agreement with the college to finish work on time and at lower cost and must consult on programming and progress. The county is exempt from some state construction rules but must follow other state construction laws. This applies only to county‑coordinated projects for the college and is effective now.
