Bill Overview

Analyzed Economic Effects

5 provisions identified: 2 benefits, 0 costs, 3 mixed.

Armed staff allowed at private schools

Beginning December 1, 2025, an employee or volunteer at a private school may carry a firearm or stun gun on that school’s property with written school approval. The person must hold a concealed handgun permit (or be exempt) and complete at least 8 hours of supervised firearms safety training every year with a certified instructor. The school must adopt written rules and send them to parents each year. These permissions apply only at the private school where the person works or volunteers. The law also defines who counts as the school’s board of trustees and administrative director for giving written approvals.

Tougher penalties for attacks on officials

The law increases felony levels and punishments for assaults or threats against executive, legislative, court, and local elected officers. Penalties rise further if a deadly weapon is used or if serious injury occurs. These changes strengthen protections for public officials. The rules apply to offenses committed on or after December 1, 2025.

Carry during worship on school grounds

Beginning December 1, 2025, if you have a concealed handgun permit (or are exempt), you may carry a handgun on property that is both a school and a place of worship. You can carry outside only when school is not operating, or inside during worship services and similar religious functions, including going to and from parking. This does not apply to colleges or other postsecondary schools. Carry is not allowed if a clear no‑guns sign is posted.

Protections for relocated police shooting ranges

Starting July 29, 2025, a law‑enforcement shooting range that operated at the same site for at least 25 years keeps protections when it moves within the same county without a big change in use. Local governments cannot ban night training if the range gives at least 48 hours’ written notice of the date and time. Setback lines cannot be larger than 100 feet.

Judges set release in threat cases

Beginning December 1, 2025, a judge—not a magistrate—must set pretrial release in cases charging threats or assaults against covered public or election officials. The judge must get and review a criminal‑history report and may hold a defendant briefly if immediate release would be dangerous and bond is not enough. Judges can add no‑contact and stay‑away conditions. If no judge acts within 48 hours of arrest, a magistrate must act.
